It is the time to restructure our institution Somaliland went through different political and historical stages; it passed the period of the armed struggle, the peace-making, reconciliation, and the demobilization of the armed groups. It has crossed the process of democratization process, so where are we now? Somaliland people made their own decision and the incumbent political elite respected their constitutional sovereignty and peacefully transferred the power. Both, the public and the UDUB administration did their job; it is Mr. Silanyo and his colleagues who should fill the blanks. I do not think the ideas of free education, comprehensive health care, creating jobs which were core issues in the electoral campaigns and party program could not be achievable goals in the first two years. But the satisfactory changes that can be offered, is to establish transparent and resilient government. We are in the period of institutional development .where setting cohesive and accountable system of governance should be one of top priorities of the administrative agendas in this time. The constitution is a part of the living, changing society and culture It is rooted with them, it should, therefore, be allowed to grow and develop in sympathy with social change. Thus, this cannot be a set of fixed provisions, but, should instead be allowed to reflect constantly shifting public sentiments and political needs.
